Mandatory Pre-Shipment Sampling & Health Certification for Spice Exporters

Under regulatory notifications issued by the European Commission and the United States Food and Drug Administration (US-FDA), specific Indian spices—especially dried chillies, nutmeg, black pepper, and turmeric—are classified as high-risk commodities subject to Mandatory Official Pre-Export Testing. Indian Customs will not clear shipping bills without an authenticated Official Health Certificate issued by the Spices Board.

The process mandates that once export cargo is packed in a bonded warehouse or CFS in Maharashtra, an authorized Spices Board sampling officer physically draws random composite samples. The samples are dispatched to accredited Spices Board laboratories for testing. Once cleared, an electronic Analytical Report and Health Certificate are generated. Sampling & Clearance Protocol

1. Submit an electronic Intimation for Sampling to the nearest Spices Board regional office at least 5 days prior to container stuffing.
2. Spices Board officer visits the warehouse, inspects batch lot sizes, and draws sealed samples.
3. Testing for Aflatoxin B1/total aflatoxins, Ethylene Oxide (ETO), pesticide residues, and microbial pathogens.
4. Upon achieving compliant test results, the board issues the official Certificate of Analysis and Health Certificate.
5. Customs accepts shipping bills and releases export containers for maritime departure.
